If Jamal Agnew could only play on the special teams side of things, there is no doubt in my mind that he would be cut. But, Agnew has proven that he can fill in nicely when the Lions want more defensive backs on the field.
Prediction: Agnew makes this team because he has the ability to return punts at a very high level and provide depth at cornerback.
